MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 14, 2005 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 14th day of <br />December, 2005 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Rick Montour <br />Council Member Ms. Barbara Allan <br />Council Member Mr. John Keis <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />CITY The Mayor noted that the purpose of tonight's workshop meeting is to <br />ADMINIS- conduct the performance evaluation of the City Administrator. The <br />TRATOR'S Mayor began by rating the Administrator as an "E-Exceeds Expectations" <br />PERFORMANCE for Organizational Management. He noted that the Administrator selects <br />EVALUATION well-qualified people who need little supervision. As suggestions for <br /> improvement, Che Mayor felt that aC times the City Administrator fakes on <br /> too much. He commended the Administrator for his ability to stay on Cop <br /> of issues and know what is going on. Keis rated Chis area aC "E" and <br /> agreed that the Administrator is on top of issues, and Keis indicated that is <br /> not aware of any problems. Keis stated that he liked the assignment list <br /> Chat comes out after each Council meeting. Allan rated this area at "E" <br /> noting that the Administrator has a keen eye for recognizing talent/skills in <br /> employees and encourages them beyond their own expectations. Montour <br /> rated this area at "E" indicated that the Administrator has surrounded <br /> himself with a well qualified team. He uses these resources to be able to <br /> focus on important functions. Montour commended the Administrator for <br /> his well-qualified staff and the delegation of duties Co the Finance Director <br /> and City Clerk. LaValle rated Organizational Management at an "E" and <br /> indicated that the Administrator's management technique is outstanding <br /> and noted that he leads by example. LaValle pointed out that the <br /> Administrator would never ask someone to do something that he would <br /> not do himself. <br />The next area was FiscalBusiness Management. Keis rated the <br />Administrator at an "M-Meets Expectations". Keis stated that he is <br />
