MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2005 <br />pleased with the City Administrator's performance in this area and there <br />are no problems or issues of concern. Allan rated this area at "E" and <br />commended the Administrator for his grasp of fiscal/business <br />management. She felt this was a real talent for the City giving it an edge <br />over other cities. Montour rated this area at "E" noting that the City is in <br />good financial health and that the Administrator has had the foresight to <br />look forward and plan ahead. Montour commended the Administrator for <br />keeping informed on legislative actions that affect the City. He noted that <br />actions with the Fire Relief Association in 2005 were a real plus. LaValle <br />rated this area at "E" noting that the City's budget and financial situation <br />speak for themselves. Blesener rated this area at "E" pointing out that the <br />Administrator is always looking for the most economical way to do things. <br />While other cities are being faced with 9 to 10% levy increases given <br />previous reliance on reserves, the City Administrator had the foresight to <br />deal with budget issues as they arose. Blesener commended the <br />Adminisri~ator for hiring the Finance Director. <br />The next area rated was Relationship with Mayor/Council. Allan rated <br />this area as an "E" and indicated that the Administrator enhances her <br />effectiveness as a Council Member. Allan stated that she has always felt <br />well-informed on every issue. Montour rated this area at "E" and <br />indicated that the Administrator and staff provide a thorough analysis of <br />the issues to the Council. Montour commented the Adminish•ator for the <br />detailed reports and analysis on Preserve Trail. LaValle rated this area as <br />an "E" and noted that the Administrator keeps the Council up-to-date and <br />informed. Blesener rated this area as "E", noting that the Administrator <br />treats everyone equally and is responsive. Blesener commended the <br />Administrator for the Assignment List that comes out after each Council <br />meeting. Keis rated this area at "E" noting the Administrator's <br />availability, knowledge, and writing skills. <br />The next area was Long Range Planning. Montour rated this area at an <br />"E--" noting Chat the forecasting and budgeting at the City level is very <br />good. He pointed out that the Administrator has taken goal planning items <br />and developed strong action plans. With regard to areas of improvement, <br />Montour suggested more timely updates on goal progress. He <br />commended the Administrator for keeping the Council updated on <br />legislative activities and how they affect the City. LaValle rated this area <br />at "E" and indicated that Che Administrator's efforts in long-range <br />planning are positive. Blesener rated this area at "M", noting that local <br />issues and activities, plus staffing levels, prevents a more proactive level <br />of long-range planning. He commended the City Administrator for his <br />promotion of redevelopment when and where appropriate and feasible. <br />Keis rated this area at "M" noting his own limited knowledge given this is <br />his first year on the Council. Keis felt that long-range planning should <br />occur for the three year period looking forward, and felt that the City was <br />2 <br />
