MINUTES <br />CITY COUNCIL <br />JUNE 11, 2008 <br />Frank Frattalone indicated that he is constantly watching for dust levels <br />from the Fra-Dor site, again noting that their permit is contingent upon <br />good dust control. He also reported that the Fra-Dor foreman is <br />responsible for maintaining dust conriol as a part of his job. <br />Keis asked if the recycling piles have increased in size from when the <br />business was first established. Frattalone felt the piles have gotten wider, <br />but not higher. He also reported that the size of the piles is dependent on <br />supply and demand. FIe noted that since the Unweave the Weave project, <br />the piles have gotten bigger since there was an excess of materials from <br />this project. <br />Blesener asked how long it would take to crush the existing piles if no <br />additional material was added to them. Frattalone estimated a couple of <br />months. Nick Frattalone pointed out that the material would still have to <br />be sold. <br />Frattalone indicated that he is here this evening to find out what the <br />Council might support for extension of the IUP. <br />Keis stated that he agrees that the time has come for the recycling <br />operation to phase out. He indicated that he, too, has heard complaints <br />about dust. Keis asked Frattalone why the City should allow the recycling <br />operation to continue. <br />Frattalone noted that this business is a recycling business that reuses <br />asphalt and concrete materials. He also pointed out that the business <br />supports 22 jobs. Frattalone pointed out that this property was low with <br />poor soil conditions, and the recycling operation made use of a marginal <br />piece of property. He also noted the improvements that have been made to <br />the adjacent property when it was acquired and combined with the Fra- <br />Dor business. Frattalone commented that some people may not like <br />recycling, but pointed out that Little Canada is doing its part by allowing <br />this business to operate. Frattalone also noted that the business pays $.10 <br />per ton to Little Canada which amounts to about $20,000 per year. <br />Allan suggested that Frattalone move this recycling operation to his site in <br />South St. Paul. Frattalone replied that the Little Canada location is <br />important. <br />Montour asked if Frattalone could live with a restriction on the pile height, <br />and suggested 20 feet. Montour felt there would be no redevelopment <br />activity in Ryan Industrial Park in the next five years, and suggested an <br />option may be to extend the IUP for a few years with additional <br />restrictions. <br />
