MINUTES <br />CITY COUNCIL <br />JUNE 11, 2008 <br />Allan noted that if the recycling pile is gone, Frattalone would do <br />something with the property. Montour pointed out the need that Frattalone <br />Companies has for storage of equipment. He asked if the preference was <br />for a recycling pile or outdoor storage of equipment. <br />Allan asked if Frattalone could crush on job sites. Frattalone indicated <br />that on some it is possible to do on-site crushing, but not on all. Allan <br />asked if it would be a big hardship to move the recycling business to South <br />St. Paul. Frattalone replied that it would be. Montour noted that <br />Frattalone accepts materials for recycling at the Little Canada location, <br />which is a convenience for people in the area. Blesener pointed out that <br />there are other recycling operations in the general area, i.e. North St. Paul <br />and New Brighton. <br />Blesener was concerned that Little Canada gets a lot of outdoor storage as <br />well as has this recycling operation. He felt the City had an opportunity to <br />upgrade. <br />Frattalone indicated that the recycling business was a good one and also <br />indicated that there are many good businesses in Ryan Industrial park. <br />Frattalone indicated that he will not just sit back and take no for an <br />answer. <br />Keis agreed that the recycling business has been a good one, the property <br />has been maintained well, and indicated that the City appreciates it. Keis <br />felt that Fra-Dor has done well by the City, and the City has done well by <br />Fra-Dor in terms of working with this business. However, as a long term <br />use, Keis stated that he did not see this activity there, and stated that the <br />question is how does the City move forward. He also pointed out that <br />there have been problems with dust control. Keis noted that since the <br />freeway project, the whole area is much more visible. Keis noted the <br />question of compatibility of the recycling/crushing operation with <br />redevelopment of this area. Frattalone was asked about soil conditions on <br />the site now that it has been surcharged for a number of years. <br />Frattalone noted that the conditions are better than what they were, but <br />pointed out that only a certain type of building would be able to be <br />supported on this site. Frattalone did not feel the property would sell <br />easily. Nick Frattalone asked the City's vision for this site. <br />Allan suggested a hotel. Allan again commented on the dust problem and <br />indicated that she has had complaints from businesses and residents in the <br />area, with complaints from beyond the South Owasso Blvd. area.
