MINUTES <br />CITY COUNCIL <br />JUNE 25, 2008 <br />his report dated June 6, 2008 and the recommendations of the Fire <br />Marshal as outlined in his report dated June 11, 2008. <br />The City Planner reported that Mr. Fischer is requesting a Conditional Use <br />Permit for outdoor storage at a single building that is subdivided into three <br />tenant spaces. The Planner noted that at the time he issued his initial <br />report, there was some information missing from the application materials. <br />Mr. Fischer has now submitted the additional information and meets all <br />recommendations. <br />Russ Fischer reported that he has two dumpsters for his building, and <br />indicated that placing the dumpsters behind the building in the locked <br />gated outdoor storage area provides access problems for the hauler. Fisher <br />asked if the Council would consider allowing the dumpsters to be located <br />outside the outdoor storage area, one on each side of the building. <br />The City Planner indicated that the Code required that dumpsters be <br />placed within a screened enclosure behind the building. <br />Fischer reported that the dumpsters have been on the sides of the building <br />for several years, not behind the building. Fischer asked if the Council <br />was agreeable to allowing the dumpsters in their present location if he <br />screens them. Fischer also noted that his outdoor storage area is <br />blacktopped. Given the poor soils, the turning movements of the trash <br />truck in order to access the dumpsters behind the building will damage the <br />blacktop. Fischer indicated that Modern Fence is not generally in the <br />office during the day, so no one would be around to unlock the gate to <br />allow the hash hauler in to empty the dumpster. He reported that this <br />dumpster is emptied approximately once every two weeks. <br />The Council discussed the request, noting the Code requirement that <br />dumpsters be located behind the building. It was the Council's consensus <br />to not vary from the requirement, and suggested that Mr. Fischer make <br />arrangements to have the dumpsters emptied on a set schedule. This way <br />the business owners can be available to let the hauler in. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-6-I57 -APPROVING THE CONDITIONAL <br />USE PERMIT FOR OUTDOOR STORAGE PROVIDING FOR THE <br />
