June 26, 2008 <br />File: 120115E-0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: CVS PHARMACY <br />CITY OF LITTLE CANADA <br />Dear Planning Commission: <br />~L-G~RIN6 ~ ~SSO(IAT~S <br />TRUt UURTU <br />We have reviewed the submittal package for the proposed CVS Pharmacy located at the <br />intersection of Rice Street and County Road C. The submittal documents contained a <br />Site plan, Grading, Drainage, & Erosion Control sheets, Utility plans and a Landscape <br />plan. The submittal also included storm water runoff calculations. Based upon our <br />review we would offer the following comments. <br />Preliminary Plat <br />1. A 10-foot drainage and utility easement should be provided along all street <br />right-of-ways and 6-foot drainage and utility easements provide along all <br />other lot Tines. <br />2. The existing drainage and utility easement over the storm sewer from the <br />Rice Street right-of-way should be vacated and a new easement dedicated <br />over the new storm sewer alignment for this drainage. <br />3. The drive access to the back of the new building encroaches onto the Vet <br />Clinic property. The developer should work with the adjacent property <br />owners and adjust the plat boundaries to ensure all improvements will be <br />within the property boundaries. <br />4. Ramsey County should be approached to discuss if any additional right-of- <br />way will need to be dedicated for Rice Street or County Road C. <br />Demolition Plan <br />1. A copy of the reports and documentation for the tank removal and site <br />investigation and cleanup should be provided to the City. <br />Site Plan <br />1. In following the City's goal of providing a continuous pedestrian corridor along <br />Rice Street, we would recommend that the City require the developer to <br />install a 6-foot concrete sidewalk along Rice Street the length of the property. <br />2. The driveway access onto County Road C should be moved as far east as <br />possible. At a minimum the driveway should be moved to within 40 feet of <br />the Vet Clinic driveway. We would recommend that the City direct the <br />developer to approach the Vet Clinic regarding the possibility of constructing <br />a shared driveway.
