MINUTES <br />CITY COUNCIL <br />JULY 9, 2008 <br />SAVAGE The City Administrator reviewed in detail the proposed Savage Lake <br />LAI{E Water Quality Action Plan which contains the following tasks: <br />ACTION PLAN 1. Address Lake Level <br />2. Eradicate Lily Pads <br />3. Dredge Wetland at Jackson/Demont <br />4. Evaluate/Install Storm Water Improvements <br />5. Evaluate Street Sweeper Purchase <br />6. Evaluate Pre-Wetted Salt Spreading <br />The City Administrator reported that the Watershed and the City Engineer <br />have reviewed the proposed action plans and have made some minor <br />comments. The City Engineer has indicated that the City should not imply <br />through the action plan that it would go forward with legislative action <br />requesting the ordinary high water mark be raised if there is a negative <br />flooding impact. The City Administrator noted that one of the first steps <br />relative to the lake level issue is to determine the flood level. Once that <br />level is determined, the optimal lake level can be determined. <br />The Administrator indicated that the Watershed has indicated that it would <br />not be appropriate for their agency to pursue a more extensive water lily <br />eradication plan with the DNR. They feel this would be a more <br />appropriate role for the Savage Lake Association and the City. The <br />Administrator indicated that he will make this change to the Action Plan. <br />Blesener felt that the timelines in the Action Plan may be somewhat <br />aggressive. The Administrator pointed out that the timelines are a best <br />guess at this point, and can be modified as appropriate as the process <br />proceeds. Council agreed. <br />Rocky Waite, Lakeshore Avenue, felt that the action plan was good and <br />that the issues are moving forward. Waite stated that he wanted to clarify <br />that lake level elevations that have been referred to are based on sea level <br />and not on benchmarks. Waite also reported on some information that he <br />found in the City's files relative to elevations for the Savage Lane homes <br />which abut Savage Lake. He further reported that Representative Bev <br />Scalze, and hopefully Senator John Marty, will be providing assistance <br />with the DNR hydrologist relative to the Savage Lake water level. <br />The City Administrator pointed out the need to gather historical elevation <br />data as outlined in the Action Plan. Once that information is assembled <br />and analyzed, along with flood impact considerations, it may be possible <br />to put a case together for an increased water level that can be presented to <br />the DNR for consideration. <br />McGraw noted the need to survey the area to determine what the flood <br />level is.
