MINUTES
CITY COUNCIL
JULY 9, 2008
determining optimal lake level. Blesener agreed, pointing out that the
flood level study must be based on current information and circumstances.
McGraw pointed out that it will be the DNR that will determine whether
or not water levels can be increased.
Waite reported references he found in the City's files to the ordinary high
water level for East Savage Lake relative to two Sauage Lane houses on
the lake. Montour noted that the City cannot make a determination as to
lake level, that is the responsibility of the DNR. Montour indicated that
there may be incorrect references in documents or conflicting information.
It is the DNR that will look at all the information and make the
determination. Montour stated that he appreciates the work that Mr. Waite
is putting into this research. Keis suggested that all this information be
gathered together and submitted to the DNR.
Waite reported that the City took control of Savage Lake in 1964.
Blesener pointed out that the DNR now controls the lake, not the City.
Waite asked why the City no longer had jurisdiction. He also indicated
that he verified with Don Smith who lives on East Savage Lake that he
would like the water level raised.
Blesener indicated that a 4 foot increase in the water level will cause
flooding. Waite stated that he did not want a 4 foot increase, and felt a 2
foot increase would resolve the water lily problem.
Allan pointed out that the City is doing exactly what Mr. Waite has asked,
that is to study the Savage Lake water level issues working with the
Watershed and the DNR on the optimal level. Blesener suggested that Mr.
Waite obtained a letter signed by both Don Smith and Annette Freeman
that they support an increase in the water level. Blesener indicated that if
Mr. Waite can obtain such a letter, he would support the increase in water
level. Mr. Waite was not sure he could obtain a signature from Annette
Freeman.
Keis pointed out that the City will continue to work through the process
and noted that nothing can be decided this evening. Waite felt that
progress is now being made. Blesener pointed out that the City now has
an action plan and suggested it be adopted and the issue continue to be
moved forward.
The City Administrator suggested that he gather and assemble the
historical information so that it can be presented to the DNR with a solid
plan.
4
