MINUTES <br />CITY COUNCIL <br />JULY 22, 2015 <br />RENTAL <br />HOUSING <br />LICENSING <br />ORDINANCE <br />SOLICITORS <br />ORDINANCE <br />Anna Leibel, Intern, reviewed her report dated July 22, 2015 proposing <br />an update to the City's Rental Housing Licensing Ordinance. Leibel <br />summarized the recommended changes which include elimination of the <br />STAR program from the ordinance, adding a family exemption clause <br />which allows rental to certain family members without triggering the need <br />for a rental license, and a correction to the penalties for violations <br />pertaining to renters but assessed to owners, as well as clarifying currently <br />inspection practices and license terms. <br />Fischer noted that the definition of family in the Rental Housing License <br />Ordinance differs from that in the Zoning Code. The City Administrator <br />indicated that the Zoning Code definition is broader. The Administrator <br />felt that the tighter definition which includes parents, children, siblings, <br />grandparents, grandchildren, step-parents, step -children, step - <br />grandparents, and step -grandchildren was more appropriate for the Rental <br />Housing Licensing Ordinance. The City Attorney agreed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-7-148 — ADOPTING THE AMENDMENT <br />TO THE RENTAL HOUSING LICENSING ORDINANCE AS <br />PROPOSED IN THE CITY INTERN'S REPORT DATED JULY 22, <br />2015 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Intern noted that the Council reviewed proposed changes to the <br />Solicitor's Ordinance at its last meeting. At that meeting there was <br />discussion relative to exempting campaign workers from having to register <br />under the Solicitor's Ordinance. The Intern reported that the proposed <br />ordinance has since been amended to provide this exemption. <br />McGraw noted that when accessing multi -family housing, campaign <br />workers must be in the company of the candidate. <br />Torkelson commented that in speaking to that issue last meeting, he <br />wanted to ensure that campaign workers were exempt from having to <br />register under the Solicitor's Ordinance. Torkelson noted that State Law <br />governs the issue of campaign workers being required to be in the <br />company of the candidate when campaigning in multi -family housing. <br />Torkelson indicated that he would also like to ensure that campaign <br />12 <br />
