NORTHWEST ASSOCIATED CONSULTANTS, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231 .2555 Facsimile: 703.231 .2561 pian ner,©, nacplanning.com <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: August 7, 2015 <br />RE: Little Canada — Precision Tree — Rezoning to PUD <br />FILE NO: 758.09 — 15.15 <br />Background and Analysis <br />Precision Tree, in association with RJ Marco Construction, is seeking to rezone the <br />property at 50 South Owasso Boulevard East, from its current designation of I -P, <br />Industrial Park, to PUD, Planned Unit Development. <br />The PUD zoning is sought for a number of reasons that revolve around the difficulty that <br />Precision Tree has had in making conforming use of the parcel over the years. As an <br />Industrial Park zoned property, there are significant restrictions on the allowances for <br />outdoor storage, restrictions which have been further tightened since Precision Tree <br />originally moved to the site. <br />The City has worked with the company for several years in attempting to manage <br />storage and truck circulation on the property, with varying degrees of success. While <br />the applicants have occasionally considered additional building space, the current <br />regulations would not permit the applications to develop in a way that meets their <br />needs. <br />Rezoning to I-1, Light Industrial would accommodate more outdoor storage, but would <br />also permit uses and building materials that the City has sought to avoid along this <br />portion of South Owasso Boulevard. Zoning designations on all sides of the property <br />are I -P, Industrial Park. <br />The applicant is seeking the ability to construct a second building on the parcel, allowing <br />for additional outdoor storage behind both the existing and new buildings.
