Hanson <br />TO: Mayor Keis & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: August 6, 2015 <br />RE: Staff Transition Planning <br />With a couple of pending retirements, staff has been reviewing options to best structure the staff going <br />forward. Here is a position -by -position commentary for your consideration. <br />City Clerk: <br />For this position, we considered a number of options. Here are the pros and cons from staffs' <br />perspective on each of them: <br />Assistant Administrator: <br />Pros: - Possible successor to City Administrator <br />- Potential for Special Projects and Day to Day Follow-up <br />- Staff Leader in Absence of City Administrator <br />Cons: - Some of the critical duties of City Clerk may not fit the skill set of this position <br />- Would need to hire Minute Taking Service <br />- May need to contract out Elections <br />- Longevity in the position may be shorter due to career advancement goals <br />City Clerk: <br />Pros: - Gives us opportunity to do elections and minutes in-house <br />- Less chance for gaps in skill set for critical functions currently done by City Clerk <br />Cons: - May need to develop someone if experienced candidate doesn't come forward <br />Staff felt we should hire a City Clerk because this position best meets our continuing needs. A revised <br />job description is attached that reviews the critical assignments and skills this person needs. (Note: The <br />times in bold & italics could be handled by others.) The current pay scale should be adequate to find a <br />suitable candidate. To give us even more flexibility, I would recommend we lower the starting pay <br />1 <br />
