Here is the 2015 pay scale and I <br />believe that will remain adequate for 2016. The first is minute taking. As you know, Kathy Glanzer does an excellent job in this <br />regard. It is my belief that we will not be continuing with as detailed of minutes as Kathy prepares. I <br />based this on the fact that it is unlikely we find someone who takes shorthand. I have also reviewed <br />other cities' minutes and they are not as detailed as ours. Ideally, I would like this position to take <br />minutes to develop more organization knowledge and to have another person present at Council <br />meetings from a staff standpoint on a regular basis. Another aspect is the cost of hiring a minute taking <br />service. Based on my conversations with other cities, I would estimate our cost between $4,000 and <br />$5,000 to hire a service. Therefore, I would like to find someone who can do this in-house for us. (We <br />have attached a survey for your review of how some other cities handle this function.) <br />The second area is elections. Kathy also did a superb job in this area. I feel her performance let us do <br />a better job of serving our residents that if we were to contract this work out to Ramsey County. <br />However, election administration grows in complexity with every election cycle. There are a number of <br />pitfalls we need to be wary of to avoid any situation that could call in to question the integrity of our <br />election process. Jessica Jagoe has been working with Kathy in this area so we still have some in-house <br />skill. Ramsey County is also a good resource to aid in managing the process. <br />As stated earlier, Ramsey County is willing to take over this responsibility for us at a cost of $35,600 for <br />2016 (keep in mind this payment would be made every two years versus annually). In Ramsey County, <br />about 2/3` 's of the cities have gone this route. The rest continue to conduct elections themselves. At <br />that cost, I would prefer to spend that money on our personnel. However, Kathy can give you her <br />perspective at the workshop and you can judge this for yourself. (The County's contract proposal is also <br />attached for your review.) <br />Public Works Director: <br />With the completion of the new Public Works facility and given the fact that Parks Maintenance is now <br />under the same roof, I would recommend we elevate Bill Dircks from Public Works Superintendent to <br />Public Works Director. I would also recommend we place Parks Maintenance under his supervision. In <br />doing so, I believe we can gain greater efficiencies by working as one unit rather than two. <br />With the title change and additional job responsibilities, I would also recommend a salary scale <br />adjustment. This adjustment is based on similar sized cities and the pay scales for non -engineer public <br />works directors. <br />2 <br />
