MINUTES OI' THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br />June 30, 2004 <br />Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation Commission <br />of the City of Little Canada, Minnesota was held on the 30`x' day of June, 2004 in the Council <br />Chambers of the City Center located at 515 Little Canada Road East in said City. <br />Chair Ginger Sackett Glaser called the meeting to order at 7:30 p.m. and the following members <br />of the Commission were present: <br />MEMBERS PRESENT: Ms. Ginger Sackett Glaser, Chair <br />Ms. Molly Boss <br />Mr. James Broten <br />Mr. David Gray <br />MEMBERS ABSENT: Ms. Gretchen Crary <br />Mr. Craig Larson <br />Mr. Kevin Steinert <br />ALSO PRESENT: Mr. Jim Morelan, Parks & Recreation Director <br />Mr. Bill Sanders, Parks Consultant <br />Ms. Kris Pechman, Recording Secretary <br />MINUTES Broten recommended that the minutes of the meeting held on June 3, 2004 be approved as <br />submitted. <br />Motion seconded by Gray. <br />Motion carried 4 - 0. <br />TKAIL The Director stated that only two bids were received for the completion of trail connections. <br />BIDS Both bids were considerably higher than the projected cost. Therefore, the Council rejected all <br />bids at their meeting held on June 23rd. The Director has already asked for an extension on the <br />deadline for the matching Crail granC so that the project can be re-bid. The maximum extension <br />Chat the DNR will approve is to June 30, 2005. <br />The Commission expressed disappointment in the number of bids received. Sanders <br />commented that unfortunately, the bids could not have been advertised any earlier due to the <br />need for survey data. He also felt that the his initial cost estimate was low partly due to inflated <br />fuel costs. Sanders stated that he felt the turnout was poor due to several factors including the <br />railroad crossing and rainy weather that put contractors behind schedules. <br />Sanders stated that the lowest bid received was for $313,000 from Frattalone Paving. This bid <br />was $60,000 above our estimate. However, Frattalone has indicated a willingness to lower their <br />price. Frattalone stated thaC if the City has to re-bid the project, they would like to see it re-bid <br />this fall for construction yet this year.
