STAFF <br />TRANSITION <br />PLANNING <br />MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 12, 2015 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 12th day of <br />August, 2015 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Michael McGraw <br />Mr. Rick Montour <br />Mr. Christian Torkelson <br />ALSO PRESENT: City Administrator Mr. <br />Public Works Supt. Hanson <br />Bill Dircks <br />Jim Morelan <br />Jessica Jagoe <br />Anna Leibel <br />Kathy Glanzer <br />The purpose of this evening's workshop meeting is to discuss staff <br />transition planning. The City Administrator reviewed his report dated <br />August 6, 2015 relative to staff transition planning for various positions. <br />The first position reviewed was that of the City Clerk. The Administrator <br />noted that with the pending retirement of the City Clerk, staff has been <br />reviewing options for this position and have considered a number of <br />options including replacing the position with an Assistant City <br />Administrator or maintaining the position as that of a City Clerk. The <br />Administrator reviewed the pros and cons of each as outlined in his report. <br />He pointed out that staff feels that the position should remain that of City <br />Clerk as it best meets the City's continuing needs. <br />In considering the City Clerk position, the Administrator felt there were <br />two areas warranting consideration, minute taking and preparation and <br />elections. The Administrator stated that it was his preference to keep <br />these tasks in house. <br />With regard to elections, the Administrator noted that the City could <br />contract with Ramsey County to conduct elections at a cost of $35,600 <br />every other year. The Administrator indicated that the City election <br />process has been well run and that he would prefer to keep this work in- <br />
