MINUTES OT THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br />September 2, 2004 <br />Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation Commission <br />of the City of Little Canada, Minnesota was held on the 2n° day of September, 2004 in the <br />Council Chambers of the City Center located at 515 Little Canada Road East in said City. <br />Chair Ginger Sackett Glaser called the meeting to order at 7:30 p.m. and the following members <br />of the Commission were present: <br />MEMBERS PRESENT: <br />MEMBERS ABSENT: <br />ALSO PRESENT: <br />Ms. Ginger Sackett Glaser, Chair <br />Ms. Molly Boss <br />Mr. James Broten <br />Mr. David Gray <br />Mr. Craig Larson <br />Ms. Gretchen Crary <br />Mr. Kevin Steinert <br />Mr. Joel Hanson, City Administrator <br />Mr. Bill Sanders, Parks Consultant <br />.NUTES Larson recommended that the minutes of the meeting held on August 4, 2004 be approved as <br />submitted. <br />Motion seconded by Boss. <br />Motion carried 5 - 0. <br />GERVAIS Sackett Glaser stated that city staff wants the Commission to comment on the possibility of <br />HILLS land being accepted in lieu of cash for the park charge on the Gervais Hills plat due to the need <br />PARK to address drainage problems on County Road B2. Passive park use would also result if land <br />CHARGE were taken. The City Administrator explained in detail the need to address existing drainage <br />problems in the area. He stated that the developer is not in favor of land in lieu of cash for the <br />park charge due to the loss of one buildable lot. The developer has proposed additional ponding <br />within the project without the loss of a lot. The City Engineer is evaluating the developer's <br />revised plan to ensure its adequacy. If the ponding proposed by the developer does not <br />adequately address the drainage issue, taking land in lieu of cash for the park charge may be the <br />only viable option. <br />Sackett Glaser commented that there is very little development left in the city and therefore she <br />is reluctant to give up the cash for the park charge just to solve an existing drainage problem. <br />The City Administrator understands her concerns, but he stated the land would be used to solve <br />a drainage problem in a critical area near the lake. Ponding in the location of Lot 1 may be the <br />only solution to provide sediment treatment and storm water control off of County Road B2. <br />Other options are still being evaluated and land dedication would be used as a last resort. <br />Page I of 3 <br />
