MINUTES <br />Parks & Recreation Commission <br />September 2, 2004 <br />Sanders asked about the possibility of a trail in the area to connect the two cul-de-sacs. The <br />City Adminstrator stated that there is room, but some trees would need to be clea~~ed and steep <br />grades would need to be addressed. <br />The City Administrator stated that the developer is questioning the legal authority to use a land <br />dedication to solve an existing drainage problem. The city wants to work with the developer to <br />address the problem without taking land. However, if a solution cannot be achieved, land may <br />be needed for additional ponding. Sackett Glaser stated that there are some things that could be <br />done to the area to justify parkland acquisition. Sanders commented that the greatest recreation <br />asseC in Little Canada is Lake Gervais so protecting the health of the lake is important to the <br />overall recreational plan for the city. Sackett Glaser indicated that there are other ponds in the <br />community thaC the city owns. Broten was concerned about the appearance of a pond in the <br />area. He did not feel a pond added any recreational value to the city's park plan; however, he <br />was in favor of protecting Lake Gervais. <br />Gray recommended preferring the acceptance of cash in lieu of land for the park charge on <br />the Gervais hills development; however, the Commission would agree to accept land for a <br />pond if it is the only solution to correct the drainage problem in the area and providing some <br />passive park usage results. <br />Motion seconded by Larson. <br />Motion carried 5 - 0. <br />PARK Sanders reviewed bid prices for the Spooner Park and Firefighters' Memorial Trail entrance <br />SIGNS signs. He stated that the low bid for the Spooner Park sign totaled $26,200. We had estimated <br />the price to be $30,000. The Firefighters' Trail sign received a total low bid of $13,300. <br />Sackett Glaser stated that she was struggling with paying $40,000 for signs in a year when there <br />are other pa~~k items that need funding. Sanders felt there was not a rush to complete these <br />projects. He suggested talking to the Fire Department, Canadian Days, or other sources to see if <br />they would be willing to contribute money to help complete the sign projects. The Commission <br />agreed with Sanders on that idea. <br />DIRECTOR'S The Director reported by memo on Che following items: <br />REPORT <br />• Youth recreation registration will be held on September 9 & 16, 2004 for basketball league <br />and fall gymnastics. A flyer was distributed giving more detail on these activities. <br />• Apre-construction meeting on the trails construction was held with construction tentatively <br />scheduled to begin September 14. Sanders has more detail on this item. <br />• Brad Volk (from our Public Works Department) has been hired to replace Greg Hoag as our <br />Parks Supervisor. Brad started on August 30. Eleven applications were received for the <br />opening. <br />TRAILS Sanders stated that he met with the Water Department on the proposed trail from Country Drive <br />DATE to South Owasso Boulevard. They are adding wells along the waterline; therefore, the trail will <br />need to be realigned in that area.
