MN 55082 <br />Re: Preliminary Plat -Gervais Hills <br />Dear Mr. Whitcomb: <br />ADMINISTRATOR <br />Joel R. tlansou <br />Based upon the concerns raised at the Planning Conunissio^ meeting of July 8, 3004 regarding the <br />Gervais Hills preliminary plat, staffconducted further review of your application. Based on this <br />review the following issues need your attention: <br />/ Wetland Application needs to be approved before we act on the final plat to ensure your <br />grading plan will still be appropriate. <br />/ Watershed permit relative to grading plan needs to be approved. Again, any changes they <br />require could have substantial impacts ou the grading plan you have submitted to us. Our <br />review and decision should be predicated on the final document to ensure the preliminary plat <br />remains consistent with what is presented to the public and policy makers. <br />/ You may also need approvals fi om the Army Corps of Engineers and the Minnesota <br />Department of Natura] Resources relative to drainage and grading impacts in close proximity <br />to Lake Gervais. Please consult with the Ramse}dWashiugton Metro Watershed District <br />(RWMWD) as to what is required iu this regard and then provide us with approved permits or <br />evidence that they are not required. <br />/ In conversations with the Watershed District, we were informed that low floor elevations need <br />to be two feet above the 100-year flood elevation. They believe three of your proposed pad <br />sites do not meet this requirement. <br />/ Due to the nature of the soils in this area and based upon Subdivision Ordinance Section <br />1005.020(d) 2, we are hereby requesting a soil survey of the development to ensure that pad <br />locations (especially at the north end of your proposed development) and infrastructure are <br />properly designed. (Lee Elfering has informed me that he had verbally requested this <br />information and it has not been received.) <br />/ Staff will be recommending to the City Council that ponding areas, buffers, drainage swales, <br />and overflow pathways be f nal graded and have turf established before any building permits <br />will be issued. 'T'his is to ensure that as houses are consu~ucted, elevations will not be altered <br />that will negatively impact the function of the grading and drainage plan. This is even a <br />
