MINUTES <br />Parks & Recreation Commission <br />November 4, 2004 <br />Harris expressed concern with the chemicals and asked if they were hazardous. Aichinger <br />stated that the chemicals used are not hazardous and will be properly stored. <br />Kathy Glanzer of 2805 Noel Drive stated that she is concerned about trucks being stored <br />outside. Aichinger stated that they have four trucks that they will try to store in the underground <br />garage. If they cannot all be stored underground due to space concerns, he will identify where <br />they will be stored outside on the building permit. Glanzer stated that she was very concerned <br />about vehicles being parked outside in the evening and on weekends. She wanted the residential <br />feel of the neighborhood to be maintained and felt that trucks stored outside would be unsightly. <br />Harris asked if the parcel would be lighted at night. Aichinger indicated that it would be <br />lighted, but the lighting would be screened from adjacent residential lots. <br />Nettleton assured residents that the building would be smaller in scale and would be tucked into <br />the lot. She felt the project would respect the neighborhood, would blend in, and would be <br />quiet. <br />Harris stated that the residents of Noel Drive are hostile because the city told them that the Noel <br />Drive parcel was to be incorporated into Gervais Mill Park. He indicated that they are upset that <br />the city did not involve them in this matter earlier. Mrs. Nadeau of 2669 Noel Drive agreed <br />stating that she felt the residents were involved only after the deal was already done. The <br />Director stated that there has been a lot of work done on this project, but it is not a done deal. <br />The project may be close to being started, but the parcel has not been sold yet. <br />Roger Glanzer of 2805 Noel Drive commented that he would like to see a pitched roof on the <br />building rather than flat so the building doesn't look industrial. Nettleton assured the residents <br />that the building would not look industrial. Harris asked if the air conditioning unit will be on <br />top of the building or on the side. Aichinger indicated that it will not be on top of the building. <br />The Director asked Aichinger where the property line is between the City's property and <br />Strohbeen's property. Aichinger stated that they just signed another purchase agreement with <br />Norm Strohbeen to buy 20 feet of his property should their deal with the City proceed. He <br />showed the Director approximately where the lot line would be on his model of the site. <br />Aichinger informed the residents about the Watershed's reasons for choosing the Noel Drive <br />site. He stated that they did not want to lease space anymore since it is more cost effective to <br />buy. They only needed one acre of land. When looking for available property, they searched <br />for parcels that were near open space or wetland. They found 40 properties in the district. <br />Many parcels were very large and only four met all criteria. Three of the four were not for sale. <br />The Noel Drive site is located adjacent to a park that the Watershed has spent many dollars <br />improving. The park could also be used for educational purposes. Additionally, the site is close <br />to Little Canada City Center. The Watershed works with the city quite a bit on various projects. <br />Nettleton stated she is a building architect as well as a landscape architect. Her goal when she <br />designs a building for a site is to determine how the building fits into the place and how the <br />landscape becomes an intentional part of the design, not just the left over pieces.
