MINUTES <br />Parks & Recreation Commission <br />November 4, 2004 <br />would be out of the way, not in the fiont and visible. Several native plantings would be <br />incorporated into the site. She stated that aone-story building is planned, but they cannot <br />guarantee it at this time since design has just begun. She emphasized the fact that aone-story <br />building is preferred and they think it will work just fine for their needs. <br />Glanzer stated that she appreciates that fact that the architect is incorporating green spaces and <br />plantings into their site, but she again expressed her concern with the unsightly appearance of <br />trucks being stored outside in the evenings and on weekends. <br />Harris stated that the site doesn't drain well. He felt the property is a poor site for a building. <br />He commented that he moved to Little Canada because it was a quiet, small community. He <br />does not want to see the increased pressure on the neighborhood that the proposed building <br />would present. He indicated that there are already several people that use the trail running <br />behind his house and people leave litter and vandalize the area. Aichinger felt that more of a <br />presence in the area would reduce such problems because the vandals will feel as though they <br />are being watched. <br />Glanzer stated that he knows what is buried on the site. He felt that it is not cost effective to <br />build on a parcel that will require soil corrections. Aichinger agreed that soil corrections are <br />needed, but he felt that the corrections would not significantly reduce the value of the property. <br />Sanders gave a brief history about Gervais Mill Park. He indicated that the Watershed funded <br />almost all of the improvements on the site. The park was designed to be used as a nature center <br />and a filter for Gervais Lake. The Watershed and the City worked together on the project and <br />their partnership sets a good example. He felt that if the Watershed's goals can be <br />accomplished, the community could benefit from the proposal. <br />Glanzer asked if the Watershed has ever considered the site off of Edgerton Street. He felt they <br />could share the City's pazking lot already in existence. Aichinger stated that they did not <br />consider it since it is part of Gervais Mill Park. He commented that they would not pursue that <br />option unless the City wanted them to look into it. <br />Aichinger stated that they will be present at the January Parks & Recreation meeting to present <br />their building design to the neighborhood. <br />TRAILS Sanders stated that construction of the trails is underway. Most of the trails have been graded. <br />Blacktopping may begin next week on some sections of the trail. <br />SPOONER The Director stated that the architect is trying to redesign the storage building for Spooner Park <br />STORAGE in order to bring the cost down. Only $86,000 is budgeted for the project and that figure was <br />surpassed. He commented that the building will be constructed this winter. <br />PIONEER The Director stated that he met with the contractor on installation of a warning track for the four <br />`x'ARNING ball fields at Pioneer Park. Two fields are scheduled to be completed this fall and two will be <br />.ACK completed next year. This improvement was needed due to safety issues. The contractor is <br />waiting for the land to dry out before starting the project. If needed, the project may have to be <br />Page 4 of 6 <br />
