Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: August 21, 2015 <br />RE: Centerville Road Powerline Relocation/Burying <br />As the Council is aware, the improvement of Centerville Road was delayed this year <br />after discussions with the private utility companies on the impacts and time necessary <br />for relocation of their facilities within the right-of-way, One of those impact discussions <br />was with Xcel Energy Electric regarding the relocation of the power poles that are <br />impacted along both sides of Centerville Road. With the extent of the impacts we <br />requested that Xcel review the need for poles on both sides of the road and look at <br />combining facilities to allow poles on only one side of the road. <br />Move all poles to the west side <br />Xcel's preliminary review concluded that only the poles on the east side of the road are <br />owned by Xcel, the poles on the west are owned by the phone company and are only <br />used by Xcel to run individual house services. If poles were only going to be on one side <br />it would need to be the west side to provide overhead service to the homes. If the <br />mainline was relocated to the west, new taller poles would be needed to allow shared <br />use of the poles and additional trees would need to be removed to meet clearance <br />requirements. The additional tree impacts would be within the right-of-way of Centerville <br />Road. However, given the fact that the road proposed to shift up to 12-14 feet to the <br />west in some areas and this option would increase the impacts to the existing screening <br />of the road for several of the residential homes on the west side, it may not be worth the <br />benefit of eliminating the poles on the east side of the road. Xcel has also not indicated <br />if there would be any costs to the City for this option. <br />Bury the Powerline <br />While discussing the impacts of pole relocations the option of burying the powerlines <br />was inevitably brought up. You may recall this option has been discussed on other <br />projects, but typically the high cost has outweighed the benefit. To review all avenues <br />we requested rough general numbers for burying the mainline power from Allen Avenue <br />to Eli Road which is where the pole impacts occur. The initial approximation of cost was <br />a net expense to the City of $90,000 if all services remained overhead. However, after <br />expressing an interest in the possibility we were informed the original estimate was low <br />and a new estimated cost of around $200,000 was provided. All services would remain <br />overhead, so the poles on the west side would remain and electric boxes would be <br />added near each pole.
