MINUTES <br />CITT COUNCIL <br />JANUARY 28, 2004 <br />Fallon pointed out that the f nancial impact of moving this storage 10 <br />minutes away would be an increase in costs of $68,000 per year. Fahey <br />felt that the cost was not the City's concern. The issue for the Council is <br />that outdoor storage is not allowed in a B-3 District. <br />Chris Simonson, property owner across from the substation, indicated that <br />they purchased this home in 1997, and at the time there was no outdoor <br />storage at the substation. Simonson indicated that the outdoor storage did <br />not appear until about a year after they purchased their home. Simonson <br />reported that she opposed the outdoor storage use for a number of reasons. <br />These include the unsightliness of the ri-ucks and equipment, the amount of <br />parking for the tree trimming crews, the noise, increased traffic levels on <br />Rice Street, and air quality concerns given the diesel equipment. <br />There was no otte else from the general public present wishing to <br />comment on this matter. <br />Upon motion by Blesener, seconded by M. ontour, the public hearing was <br />closed. <br />The City Planner noted that the B-3 District does not currently allow for <br />outdoor storage. Should the Council wish to grant a CUP for Xcel's <br />outdoor storage use, the B-3 District would have to be amended to provide <br />for a CUP for this storage. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RF,SO7, UTION NO. 2004-1-18 -DENYING a'CEL ENERGY'S <br />REQUEST FOR A CONDITIONAI. USE PERMIT TO ALLOW <br />OUTDOOR STORAGE ON TIIEIR SITE AT 3064 RICE STREET <br />GIVEN THAT THIS PROPERTI' IS' ZONED GENERAL 73USINESS <br />(I3-3) AND TIIE 13-.3 ZONING CODE DOES NOT ALLOW FOR <br />OUTDOOR STORAGE IN THAT DLSTRICT, AND THE COUNCIL <br />DOES NOT FAVOR AN AMENDMENT TO THE 73-3 DLSTRICT TO <br />PROVIDE FOR OUTDOOR STORAGE ]3Y C'UP <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Montour, Anderson, Pahey. <br />Nays (0).
