MINUTES <br />PLANNING COMMISSION <br />APRIL, 8, 2004 <br />Keis stated that he liked the suggestion for providing access via Nadeau <br />:Road. Weihe agreed. She also suggested that the developer explore <br />options that would provide for a more even disbursement of traffic <br />between Burke Lane and Yorkton Ridge. <br />Keis acknowledged that Gordie Howe is a good developer and that his <br />proposal would be a good development for the City. Keis stated, however, <br />that he would like to see a direct connection to Condit Street in addition to <br />the connection of Burke Lade acrd Yorkton Ridge. <br />Keis recommended tabling action on the Preliminary Plat for Hidden <br />Acres until the May 13, 2004 Planning Commission meeting to allow the <br />developer time to explore the options which were discussed this evening. <br />Motion seconded by Duray <br />Motion carried 6 -- 0. <br />CUP F'OR Mr. Greg Wilson, RAB, LLC, appeared before the Commission requesting <br />SPECIAL approval of a Conditional Use Permit for a special purpose fence that will <br />PURPOSE serve as a noise barrier for the generator located at 2925 Country Drive. <br />FENCE - Wilson indicated that the fence would decrease the noise level for the <br />2925 adjacent neighborhood by 50%. <br />COUNTRY <br />DRIVE - Elaine Zoch, Condit Street, asked how close the fence would be to the <br />RAB, LLC street. Wilson replied that the fence would be approximately 2 feet from <br /> the generator and 5 feet from the property line. The area back of the fence <br /> (facing Condit Street) would be landscaped. <br />John Grant, Condit Street, indicated that he had not seen the fence plans. <br />Gra~rt expressed conceni about the appearance of the fence. Wilson noted <br />that the fence would be approximately 39 feet in length acrd that there <br />would be trees and other landscaping on the Condit Street side of the <br />fence. <br />Grant pointed out that there are three property owners impacted by the <br />generator noise. Grant indicated that he was trying to weigh out the <br />impact of the noise with that of the fence- Grant stated that he was willing <br />to work with RAB, LLC on resolving the nuisance. <br />Keis felt that the fence was the appropriate solution given the complaints <br />that the City has received about the generator noise. Knudsen agreed and <br />noted that should the generator ever be removed, the fence could be <br />removed as well. <br />-IO- <br />
