MINUTIJS <br />PLANNING COMMISSION <br />APRIL 8, 2004 <br />hidden Acres plat should have a direct access to Condit Street, and that <br />cost should not be the reason for not pursuing that access. <br />I{im Walstead, Yorkton Ridge, indicated that the neighborhood is <br />concerned about the safety of their children, and agreed that the only place <br />the children have to play is in the street. Walstead pointed out that the <br />City's thoroughfare plan for the Fasciana property shows access to Condit <br />Street. Walstead felt that developing the Fasciana property with a long <br />cul-de-sac from Condit Street was the best solution and provided the most <br />safety for the neighborhood children. Walstead noted that in addition to <br />the 28 children living on Yorkton Ridge, there are another 10 children <br />present during the week that are in day care. <br />Walstead indicated that he learned that an average single-family house <br />with a Z or 3 car ga~~age generates 10 trips per day. Walstead pointed out <br />that an 11 house development would generate 110 trips per day, and these <br />vehicles would be driving down Yorkton Ridge given it would be the path <br />of least resistance if the Hidden Acres development is approved as <br />proposed. <br />Walstead stated that if the pond is constructed, he would like to see a liner <br />installed to prevent seepage that could raise the water table in the area. <br />Walstead noted that the homes on Yorkton Ridge will be lower than the <br />homes in the new development. <br />Don Gagne, Condit Street, pointed out the poor condition of Condit Street <br />lying between Nadeau Road and Burke Lane. Gagne was concerned that <br />the added traffic to the street will cause it to wear out faster, thus moving <br />up the need to reconstruct the street. Uagne asked who would be <br />responsible for paying for the road improvement. <br />Gagne felt the best solution would be for the Hidden Acres development <br />to have its own access to Condit Street. Gagne acknowledged the need to <br />loop Yorkton Ridge and Burl<e Lane for safety reasons, but felt that <br />Hidden Acres should have a direct connection to Coedit as well. Uagne <br />pointed out that the City will benefit the most from the Hidden Acres <br />development in the form of increased property tax revenue. <br />David Nydegger, Yorkton Ridge, suggested that the access easement for <br />the Fasciana properrty to Condit Street may exist via prescriptive use, and <br />suggested that Mr. Howe explore that possibility. Nydegger <br />acknowledged Mr. Howe's comments about elimination of the swale and <br />retention of the trees so the south of the Yorkton development, a~~d asked <br />i'or a guarantee that the trees would remain.
