MINUTES <br />CITY COUNCIL <br />AUGUST 26, 2015 <br />BLVD. - <br />PRECISION <br />TREE <br />The City Planner reviewed his August 7, 2015 report relative to the <br />Precision Tree requests for rezoning, property division and PUD Permits <br />for outdoor storage. The Planner noted that currently the property consists <br />of one parcel with a building of approximately 6,000 square feet as well as <br />outdoor storage. One of the issues with this property is trying to contain <br />the operations of the business within the allowances of the current <br />Industrial -Park (I -P) District zoning. The Planner noted that the 50 South <br />Owasso Blvd. was developed prior to some I -P District changes, which <br />further restricted outdoor storage within this district. <br />The Planner noted that as a result of the proposed property division, the <br />existing building will be located on the most easterly lot. That building <br />consists of 6,000 square feet and has 18,210 square foot of storage. The <br />newly created lot would have a new building consisting of 10,570 square <br />feet and the proposal is for 9,800 square feet of outdoor storage. The <br />proposal would involve a shared driveway access for both lots. <br />The Planner indicated that the PUD Zoning is requested because the <br />amount of outdoor storage being requested exceeds what is allowed in the <br />I -P District. The proposal is for approximately 25% of outdoor storage for <br />each lot. The outdoor storage is proposed behind the buildings thereby <br />being screened by the buildings. <br />The Planner noted that the Planning Commission is recommending <br />approval of the requests subject to compliance with the recommendations <br />outlined in his report. The Planner also noted that the building materials <br />proposed for the new building would comply with the I -P District <br />standards as would the proposed use. The only variation from I -P <br />standards is the amount of outdoor storage. The Planner indicated that the <br />I -P District restricts outdoor storage to a maximum of 10% of the lot area <br />or 25% of the building area. I-1 District standards for outdoor storage are <br />60% of the lot area. The applicant is requesting 25% of the lot area in <br />outdoor storage, so an amount somewhere between I -P and I-1 standards. <br />Keis asked if the applicant is requesting that both proposed lots be rezoned <br />to PUD. The Planner replied that that is correct. <br />Reg Plowman, RJ Marco, reported that he is assisting Precision Tree with <br />this development proposal. He indicated that the plan proposes to screen <br />as much of the outdoor storage from the road as possible. He noted the <br />triangular shape of the property which makes it somewhat difficult to <br />work with. Plowman reported that the Precision Tree business needs <br />outdoor storage and are hoping that the City will work with them on this <br />development. <br />2 <br />
