MINUTES <br />CITY COUNCIL <br />AUGUST 26, 2015 <br />Keis asked if the screening proposed was adequate. The City Planner <br />reported that the I -P District standards require the screening of outdoor <br />storage from the public right-of-way and from any adjacent residential <br />property. McGraw asked about the view into the Parcel A outdoor storage <br />area through the fence opening. Plowman indicated that a gate could be <br />installed to screen this area, but noted that the gate would be open during <br />business hours. Plowman reported that in addition to the buildings <br />providing screening of the outdoor storage areas, there will be a lot of <br />landscaping added to the property. <br />Keis asked about the impact the overhead doors on the proposed building <br />would have on parking. The Planner indicated that the property would <br />have enough parking even if the spaces in front of the overhead doors are <br />temporarily occupied by a delivery vehicle. The Planner indicated that <br />while the plan shows some landscaping, he is recommending a landscape <br />plan be submitted showing more detail. The Planner also stated that it is <br />not uncommon that a driveway into an outdoor storage area not be <br />screened. The Planner indicated that the hope would be that landscaping <br />in other areas would screen out the majority of the view into the outdoor <br />storage area. Fischer felt that the hedges and trees proposed would do a <br />reasonable job of screening the limited exposure of the outdoor storage. <br />Fischer asked about paving. Plowman noted that the City's ordinance <br />requires that the outdoor storage areas be paved. <br />McGraw asked if the outdoor storage area behind the building on Parcel B <br />would be used by tenants of that building. Plowman reported that <br />Precision Tree would have some office space in the building on Parcel B, <br />therefore, would be utilizing both outdoor storage areas. McGraw asked <br />about the discussion the Planning Commission had on screening. The City <br />Planner reported that the Planning Commission did not discuss the <br />screening, but supported staff's recommendation that all screening <br />requirements be complied with. The Planner noted that the Planning <br />Commission did not have the color renderings that the Council has this <br />evening. <br />McGraw asked about lighting. The Planner indicated that lighting of the <br />site was not required. However, if lighting is installed, a lighting plan <br />should be submitted to ensure code compliance. The Planner also noted <br />that the City Engineer will need to review a storm water management plan <br />for the properties. <br />There was additional discussion that the reason for rezoning to PUD <br />District is to allow more outdoor storage for this site than is allowed under <br />3 <br />
