MINUTES
PLANNING COMMISSION
MAY 13, 2004
50 SOUTH research into his options.
OWASSO BLVD. -
PRECISION John Anich, 110 Yorkton Ridge, expressed concern that Precision Tree
TREE continues to dump brush on the property as well as operates a wood
burning heating system that was installed without a permit. Anich
commented on the odors and fumes coming from this heating system.
Knudsen noted Mr. Anich's comments and informed him that the matter
would come before the Commission for full discussion in June. 1t was the
consensus of the Commission to table action on the Amendment to CUP
and the Variance for Precision Tree as requested.
P'RATTALONE Mr. Frank Frattalone, Frattalone Excavating, appeared before the
PROPERTY Commission requesting approval of the division of a 25 foot strip of
DIVISION/ railroad property that he is purchasing and will combine with his site
COMBINATION at 3205 Spruce Street. In addition, Frattalone is requesting an
AND Amendment to Planned Unit Development relative to fence location,
AMENDMENT materials, acrd height as well as the installation of a canopy over his
TO PUD - fueling station. Frattalone described the proposed fencing locations
3205 indicating that the main purpose of the fence is to restrict access into his
SPRUCE ya<~d area. Frattalone indicated that he was not planning to fence the
STREET western boundary of the property as the high grades restrict access in this
area. Frattalone also reported that he is currently installing a wood chip
path on the 30-foot easement area adjacent to Blacktern Pond. That path
will eventually extend behind the Blacktern Townoflices and connect to
Counhy Drive. In addition to the fencing and the path, landscaping will
be installed along the fence line as screening.
Frattalone reported that his original PUD called for 8-foot high fencing
that has a black vinyl coating. Frattalone requested that the fencing height
be reduced to 6 feet. Frattalone felt that the 6-foot height was adequate for
security purposes, and noted that screening is being added along the fence
lines. Frattalone noted that the fence installed to date has a black vinyl
coating. He requested that the remainder of the fence be allowed to be
galvanized. Frattalone noted that the landscaping adjacent to the fencing
will block the view of the fence from outside the property. Frattalone
reported that the black vinyl is very expensive.
The City Planner indicated that both the 6 foot height was acceptable as
welt as the galvanized fencing given the landscaping will block the view
of the fence.
Frattalone reported that he has a fueling station on the property and would
like to install a canopy over the station. Therefore, he is requesting the
