MINUTES <br />PLANNING COMMISSION <br />MAY 13, 2004 <br />The Planner noted that the remainder of the building looks the same. The <br />architectural changes apply only to the corner. <br />Knudsen noted that the octagon corner of the building was designed to <br />match The Lodge and provide a gateway element at the corner of Rice <br />Street and Little Canada Road. Knudsen felt that the change was <br />acceptable, however, that gateway element still exists. <br />Sherman Associates indicated that as atrade-off for removal of the <br />octagon shape, they have added a tremendous amount of stone to the <br />exterior of the building. Sherman Associates indicated they found the <br />octagon element works well for a residential development, but not <br />commercial. It was further noted that there are jogs in the building along <br />Little Canada Road, which provides for a more interesting architectural <br />presence than havingjust a straight building. <br />Ba~'raclough recommended approval of the Final Stage PUD for the first <br />office/retail building on the northeast corner of Rice St~'eet and Little <br />Canada Road as well as Concept and Development Stage PUD, <br />Architectural Review, and Preliminary and Final Plat for the office/retail <br />development known as The Village at Little Canada subject to compliance <br />with the recommendations of the City Planner and the City Engineer. <br />Motion seconded by Knudsen. <br />Motion carried 6 - 0. <br />PRELIMINARY Mr. Jim DeBennet, Stevens Engineering, appeared before the Commission <br />PLAT FOR relative to the proposed Preliminary Plat for Gervais Hills which consists <br />GERVAIS H1LL5 of 12 single-family lots. DeBennet described the plat, pointing out that the <br />lots meet the City's minimum requirements. DeBennet indicated that <br />there are still some engineering issues to be worked out. <br />Knudsen reported that he had some questions relative to drainage and <br />wetland issues, and noted that he does not see the existing culvert running <br />along County Road B-2 identified on the plat. <br />DeBennet indicated that they know there are concerns about drainage and <br />they are currently working with the City Engineer and the Watershed on <br />these issues. The Watershed is forwarding them information about the <br />ditch that runs from Highway 36 to County Road B-2. DeBennet pointed <br />out that there are storm water ponds proposed as part of the plat. He also <br />acknowledged that there are 28 acres of property located south of <br />13- <br />
