MINUTES PLANNING COMMISSION MAY 13, 2004 Engstrom replied that run-off comes down County Road B-2 as well as from the south between his property and the Lindquist property as well as between his property and the Gardenhier property. Engstrom noted that there is a great deal of sand that washes down from the south. Knudsen pointed out that the properties across the street are located in a flood zone, and there is a lot of water washing down the hills from the south as well as from the east and west. Engstrom pointed out that the area where Lot I is proposed was a bog area. He expressed concern that to build a house on that lot would require pilings, which would result in a great deal of vibration for the neighboring houses when they are installed. Jack Zitzer, 2355 Greenbrier Circle, reported that when it rains, the lake comes up into his yard. Zitzer was concerned that the development of these additional homes would increase this problem. Zitzer asked the value of the proposed homes. DeBemret estimated the value at over $300,000. Zitzer asked how the proposed lot sizes compared to existing lots in the area. DeBennet replied that there were lots in the area of similar size. It was noted that the lot sizes meet the City's minimum standards. Zitzer felt that the density proposed was too high. Len Pearson, 651 County Road B-2, indicated that drainage is the number one problem in this area and felt that the addition of 12 homes would have a tremendous impact on drainage. Pearson felt that before action is taken on the Preliminary Plat, the developer should have to prove that drainage has been addressed. Pearson noted that the loss of the trees on this property will also impact drainage, as these trees take up a lot of moisture. Pearson felt that the density proposed was too high, and expressed concern about serving this number of homes on a cul-de-sac. Pearson suggested that the road be looped through to Viking Drive to mitigate the traffic impact on County Road B-2. Pearson reported that there is a tremendous amount of traffic on County Road B-2. Mugs Nardini, 675 County Road B-2, requesting copies of the City Planner's and City Engineer's reports. Nardini agreed that storm water was a great concern in this area. She questioned the ability of the County Road B-21iff station to handle the increased capacity, acrd asked that an evaluation of that issue be done. Nardini compared County Road B-2 with a racetrack, and suggested that a stop sign was needed to control traffic speeds. Nardini felt that there would be increased noise from Highway 36 -IS-
