NORTHWEST ASSOCIATED CONSULTANTS, INC, <br />4600 Olson Memorial Highway, Suite 202, Qolden Valley, MN 66422 <br />Telephone; 763.231.2556 reoalmila; 763,231.2661 pl.annera@naoplanriing.caram <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: October 5, 2015 <br />RE: Little Canada -- Schwalbach/Hardware Hank PUD <br />FILE NO: 758.09 --15.31 <br />Background and Analysis <br />Jim Schwalbach has applied, in conjunction with the City of Little Canada, for a rezoning <br />from Public to PUD, and a PUD Permit to purchase and utilize the former City Public <br />Works Garage as a warehouse/garage and repair shop space in support of his retail site <br />along Rice Street. The applicant also proposes to provide a portion of the property for <br />outdoor storage for their own products, and an additional portion for storage for a lawn - <br />care company, which would be done by Interim Use Permit under the PUD zoning. <br />The current zoning of the property is "P", Public/Semi-Public, reflecting the previous <br />ownership by the City. The nature of the City's use was industrial, including heavy <br />equipment storage, some outdoor storage, and equipment/vehicle repair and <br />maintenance. <br />The applicant indicates that under the PUD zoning, the use of the building and property <br />would not change significantly. The applicant's anticipated use would be consistent with <br />the surrounding industrial property. The surrounding area is dominated by industrial <br />uses under 1-1, Light Industrial, I -P, Industrial Park, and PUD zoning designations. <br />The applicant proposes to make various improvements to the site, including painting the <br />building, staining the fence, and completing landscaping improvements in the lawn <br />areas. The applicant further notes that the outdoor storage would for the applicant's <br />business use would consist primarily of motorized equipment and palletized material <br />that can be moved to the retail site when needed. Storage would occur inside the <br />existing cedar -fenced area to the north of the building. <br />
