11. The storage area shall be paved with asphalt, concrete, or other material <br />approved by the City Council. <br />12. The storage area shall not occupy any space required for conformity to the <br />parking regulations of the Zoning Ordinance. 13. The property, including <br />buildings and exterior site areas, shall comply with all applicable fire codes. <br />14. All lighting shall be hooded and so directed that the light source shall not be <br />visible from the public right-of-way or from neighboring residential uses, and <br />shall be in compliance with Section 903.020.1 of the Zoning Ordinance. <br />15. All other provisions and requirements as deemed necessary by the City <br />Council. <br />16. The applicant complies with the provisions of Section 921 of the Zoning <br />Ordinance,' <br />Summary and Recommendation <br />The proposed rezoning from Public to PUD, Planned Unit Development is consistent <br />with the existing and future surrounding land uses in the area. This is the primary <br />criterion for consideration of rezoning requests. As noted, the nature of the use will not <br />change significantly with the removal of the Public district designation, since the site <br />was used in an industrial manner under City ownership. <br />The outdoor storage component of the proposal is allowed under the PUD designation, <br />with the requirement that the terms applicable to outdoor storage and off-site outdoor <br />storage as found in the zoning ordinance are applied to this property. Interim Use <br />Permits for outdoor storage are commonly considered for periods of 3 years, with some <br />extending beyond this timeframe.
