MINUTES <br />CITY COUNCIL <br />OCTOBER 14, 2015 <br />reported that they are not yet sure of their hours, but would close when the <br />clientele drops off in the evening, likely by 10 p.m. Leon reported that El <br />Sombrero will be a family restaurant and not a bar. <br />Keis asked when the build out for the restaurant would be completed. <br />Sebastian reported that it is almost done and that they anticipate opening <br />early November. <br />Fischer asked the Leon's the pros and cons of the On -Sale Restaurant <br />License versus On -Sale Wine and On -Sale 3.2 Intoxicating Liquor <br />License. Sebastian Leon reported that they wanted to be able to serve <br />margaritas, and indicated that 3.2 margaritas were not the quality that they <br />prefer to serve. Leon reported that they also like to offer a variety of <br />tequila to their customers. <br />Montour verified that the estimated square footage of the space is 3,500 <br />square feet with a seating capacity of 138. He noted that this exceeds the <br />minimums for the On -Sale Restaurant License. Montour asked if the <br />restaurant owners approached the City prior to beginning the build out to <br />see if there were liquor licenses available. McGraw expressed concern <br />that the restaurant remodel began prior to determining liquor license <br />availability. He indicated that at this point, he feels pressured to amend <br />the Code and add the liquor license. <br />Sebastian Leon reported that Vivianna Leon was out of the country for a <br />couple of months, so they did not have the opportunity to make the request <br />earlier. Vivianna Leon reported that she is from South Carolina, therefore, <br />she was not sure of the process in Minnesota. Sebastian Leon reported <br />that this is their first business in Minnesota. <br />Keis asked who will be running the restaurant. Vivianna Leon reported <br />that she and her brother, Sebestian Leon, would run the business along <br />with their uncle. <br />McGraw asked if the menu provided this evening was for El Sombrero. <br />Vivianna Leon reported that the menu is not finalized, but the sample <br />menu is close. Sebastian Leon reported that their menus are quite large <br />and their restaurants offer a large variety. <br />Torkelson reported that he has lived next to another Mexican restaurant of <br />a similar size in a shopping center, and had never observed any problems. <br />Torkelson reported that he had no concerns with the addition of an On - <br />Sale Restaurant License for this business. <br />6 <br />
