Resolution declared adopted.
The City Administrator indicated that Gordie Howe, the developer of the
Hidden Acres plat, has requested to address the City Counci] on their
position relative to a direct road connection to Condit Street.
Gordie Howe reported that he had two neighborhood meetings to discuss
his development proposal prior to the Planning Commission meeting. At
these meetings both townhome and single-family developments were
discussed as well as access issues. Howe reported that the neighborhood
supported asingle-family home development as well as wanted to see
access to the development via Condit Street and Yorkton Ridge. Howe
reported that it was thought that a 30-foot easement existed that gave the
property access to Condit Street. However, when C.I. Title researched this
easement, it was found that the easement was never recorded, therefore,
does not exist. As a result, the Hidden Acres plat was drawn with access
via Yorkton Ridge and Burke Lane. Howe reported that he tried to
negotiate access to Condit Street, but does not have the money to purchase
that access. Howe indicated that he would like some direction from the
Council this evening on the issue of access to Condit Street.
Fahey pointed out that the City's thoroughfare plan for the area shows
direct access to Condit Street as well as Burke Lane and Yorkton Ridge.
Fahey stated that he supported the direct access to Condit, and felt that, if
necessary, the City should participate in obtaining that access. Fahey
pointed out that the City's thoroughfare plan for the area results in the
elimination of deadends for public safety purposes. Fahey pointed out that
if the developer cannot obtain the right-of=way needed for the Condit
