MINUTES <br />CITY COUNCIL <br />APRIL 28, 2004 <br />connection at a fair price, there is a process in place that would allow the <br />City to obtain the right-of--way. Fahey stated that he would rather reach a <br />voluntary agreement with the property owners, however. Fahey suggested <br />that if the ponding area could be eliminated, this would free up land for <br />another lot, which may help in the acquisition ofright-of--way to Condit. <br />The City Administrator reported that the City Engineer is working with <br />the Watershed on the issue of the pond and whether or not is can be <br />eliminated. "That information should be available by the May 13`x' <br />Planning Commission meeting. <br />Gordie Howe pointed out that if the pond can be eliminated, there will be <br />additional costs for the increased size of storm sewer piping. Howe <br />reported that he has not yet obtained an answer from the City Engineer on <br />the pond issue_ Howe reported that even if he is able to get an additional <br />lot, there will not be enough money to obtain the right-of--way to Condit <br />Street. Howe estimated his lot costs at $97,000 each for this development. <br />Howe pointed out that if townhomes were allowed, the additional density <br />would generate enough to pay for the right-of--way acquisition costs to <br />Condit Street. Howe also pointed out that the townhome market is empty <br />nesters which would result in less traffic and demand on services. <br />Fahey did not believe the neighborhood supported a townhome <br />development. Fahey stated that his position was that the City work with <br />the developer on the issue of the road access to Condit Street. Blesener <br />pointed out that the question is the cost of the additional right-of--way and <br />road improvement. <br />The City Administrator pointed out that the plat as presented complied <br />with the City's Code requirements. However, the City's thoroughfare plan <br />provides for direct access to Condit Street and the neighborhood supports <br />the direct access to Condit Street. The issue is the City's role in securing <br />that access and how would it be paid for. The Administrator indicated that <br />TIF may be an option, however, he is unsure at this point whether the <br />project would qualify for TIF assistance. Staff has not explored this issue <br />in great detail, and the Administrator asked if this is the direction that the <br />Council wants pursued. <br />Fahey indicated that he supported the City's thoroughfare plan for the area <br />as Che preferred development layout. Fahey felt that City staff should <br />explore the options available and report to the Council. Blesener indicated <br />that there is no doubt that a connection to Condit Street is the better route. <br />He agreed that staff should pursue the options. <br />
