MINUTES CITY COUNCIL APRIL 28, 2004 Industrial Park that was required as a second access point primarily for emergency vehicle access. The City Administrator pointed out that the City did not require that access point to be paved to prevent industrial traffic from going through the neighborhood. Nancy Walstead, Yorkton Ridge, presented pictures showing that Yorkton Ridge is not a straight road. Walstead indicated that the fact that the road is hilly and curved presents visibility problems. Walstead felt that for this reason the amount of traffic on the street should be limited. Blesener pointed out that if the connection to Condit Street is made, it is unlikely there would be increased traffic on Yorkton Ridge from the Hidden Acres development. Linda Lucas, Yorkton Ridge, reported that the neighborhood needs a playground. She indicated that there are 28 children living on Yorkton Ridge and the only place they have to play is in the street. Lucas indicated that the extra traffic from the Hidden Acres development would be a safety hazard. Fahey pointed out that there would be no additional traffic on the Yorkton Ridge cul-de-sac, as the connection to Hidden Aa-es would be made before coming to the cul-de-sac. Fahey also noted that drivers must use due care in driving on streets where children are playing, and noted that there are other areas of the City where this occurs. Lucas indicated that there are playgrounds, walking paths, and parks in other areas of the City. There is no playground in the Yorkton Ridge and Burke Lane neighborhood, and there is not access to the trails on the Water Works property. Lucas noted that all the driveways along Yorkton Ridge slope toward the street. Therefore, children playing basketball in their driveways end up chasing balls into the street. Lucas indicated that while she has no problem with the development being proposed, she was concerned with the additional traffic that this development will put on Yorkton Ridge. Lucas felt that the pond in the Hidden Acres development should be eliminated and a playground area put in instead. Fahey reported that there are ponding requirements that must be met by law. It may be possible that the pond can be eliminated and storm water run-off directed to nearby ponding areas. Fahey also noted that there are many other neighborhoods in the City without a direct access to a park. Fahey suggested that one solution maybe to install a bridge over the ditch area that will give the neighborhood access to the trails on the Water Works property.
