MINUTES <br />CITY COUNCLL <br />APRIL 28, 2004 <br />Fahey felt it was reasonable to consider some City participation in this <br />process. However, the cost to the City may impact the decision. <br />Montour agreed that the options should be explored, and indicated that if <br />TIF assistance can be used, the increased tax base that asingle-family <br />home development would generate may allow the City to recover its costs. <br />The consensus of the Council was that the preferred design is the City's <br />thoroughfare plan for this area. <br />Gordie Howe indicated that he will bring this design to the Planning <br />Commission for their consideration. <br />The City Administrator indicated that staff will explore the City's options <br />relative to assistance with the Condit Street connection. He suggested, <br />however, that the developer pursue a dual approach for this development <br />given the issue of the City's assistance has not been expla~ed as of yet. <br />Kim Walstead, Yorkton Ridge, noted the petitions Chat were submitted by <br />the neighborhood in support of the connection to Condit Street. Walstead <br />asked about the possibility of a comiection to Condit Street via Nadeau <br />Road as was discussed at the Planning Commission meeting. <br />The City Administrator reported that staff looked at that possibility and <br />found there are alignment issues with that connection as well as the fact <br />that the full right-of--way for Nadeau Road does not exist, therefore, <br />additional right-of--way would still need to be purchased. <br />Walstead reported that there are approximately 33 cul-de-sacs in the City. <br />Walstead noted that the children in the Yorkton Ridge and Burke Lane <br />neighborhoods have no park a~~d play in the street. Walstead suggested <br />that the preferred method for developing the Hidden Acres plat would be a <br />cut-de-sac coming in from Condit Street with no connection to Burke <br />Lane or Yorkton Ridge. Walstead stated that this would make the <br />neighborhoods happy and may help the developer make the costs work. <br />Fahey stated that he understood the desires of the neighborhoods, but <br />pointed out that from a planning and public safety standpoint, both Burke <br />Lane and Yorkton Ridge should be connected. Fahey stated that he was <br />supportive of making the Condit Street connection given the impact to the <br />neighborhoods if that connection is not made. <br />Walstead pointed out that the Jackson Street area has three streets <br />funneling onto it and there is no second access for that area. The City <br />Administrator indicated that there is an unpaved connection to the Yorkton <br />
