1VIINUTES <br />PLANNING COiV1M1SS10N <br />SE]'TGMBER 9, 2004 <br />CONDITIONAL Jim Daly, 3097 Arcade Street, appeared before the Commission <br />USE PERMIT - requesting approval of a second garage on a property as well as total <br />3091 ARCADE garage space over 1,000 square feet. Daly indicated that he cun~ently <br />STREET - has asingle-car garage and does not have enough room to expand his <br />JIM DALY garage to the north. Daly pointed out that his lot is heavily wooded, and <br />he would like to place the new garage i^ the woods. Therefore, rather than <br />side the garage white to match the house, he would prefer to have cedar <br />siding that would blend into the woods. Daly noted the petition he <br />submitted from his neighbors stating their preference for the cedar siding. <br />Daly noted that the City Planner recommended shrubs and trees be planted <br />to delineate the northern property line. Daly introduced his neighbor, <br />Rorie Degnan, and reported that Ms. Degnan utilizes his driveway for <br />access to a well in the back of her property. The planting of trees and <br />shrubs would interfere with maintenance access to this well. <br />Duray asked if the request met Code requirements. The City Planner <br />replied that it did, and noted that the Daly property is very large. <br />Barraclough asked if the setback for the driveway met Code requirements. <br />The City Planner indicated that five feet is a typical setback for a <br />driveway. It appears that there is enough room to meet afive-foot <br />setback The Planner indicated that his comments relative to plantings <br />along the driveway made the assumption that this is what the neighbor <br />would prefer. Obviously, that is not the case. <br />Duray recommended approval of the Conditional Use Permit to allow a <br />second garage on a property as well as total garage space over '1,000 <br />square feet for 3091 Arcade Street as requested by Jim and Lisa Daly, <br />subject to the detached garage not exceeding '15 feet in height and subject <br />to there being no commercial or home occupation activities on the <br />property. <br />Motion seconded by Weihe. <br />Motion carried 6 - 0. <br />PROPERTY Greg Stark appeared before the Commission requesting the division of <br />DIVISION- 469 LaBore Road into three single-family lots. Stark indicated that all <br />469 LABORE three lots exceed the City's minimum requirements. Stark reported that <br />ROAD- he is still in the process of purchasing the property. "The property is a~~ <br />GREG STARK estate, and there are some title issues that should be resolved within the <br />next couple of weeks.
