1VI:INUTES <br />PLANNING COMMISSION <br />SEPTGMI3ER 9, 2004 <br />Veit Company hired to remove the existing house that is on the property. <br />Stark reported that is plans are to sell the lots either individually or to a <br />builder. <br />The property owner at 285'1 Vauderbie expressed concern that there have <br />been problems with rodents from the existing house. She was also <br />concerned that the property would be clear-cut and all the trees lost. <br />Barraclough pointed out that the lots will be large lots and that trees add <br />value to a property. Barraclough anticipated that when the lots are <br />developed, the builders will retain as many Nees as possible. I{eis also <br />noted the City's tree preservation and the need to do tree replacement. <br />Keis recommended approval of the property division subdividing 469 <br />LaBore Road into three single-family lots as requested by Greg Stark <br />subject to compliance with the recommendations of the City Planner. <br />Motion seconded by Wojcik. <br />Motion carried 6 - 0. <br />AMENDMENT Rick Igo appeared before the Commission requesting approval of an <br />TO CUP & Amendment to a Conditional Use Permit expanding outdoor storage area <br />VARIANCE - as well as a Variance to encroach into the required side yard setback for <br />3173-3175-3177 3173-3'175-3 ] 77 Spruce Street. Igo reported that he purchased the <br />SPRUCE property in 2002 and has been making substantial improvements to the <br />STREET - property. He currently has three tenants on the site (two excavators and <br />RICK IGO one auto body shop) and is looking for flexibility in the outdoor storage <br />that is allowed. Igo indicated that he is also seeking a Variance to allow <br />outdoor storage in the required 10-foot side yard setback. ]go noted that <br />he is restricted from using the back 40 to 60 feet of property given that <br />there is an easement in favor of the St Paul Water IJtility on the back of <br />the property. l;ven though he owns the property, the Water Utility has the <br />area fenced off eliminating his access to and use of the property, <br />Igo reviewed his lease agreement that he has with his tenants, noting that <br />he only allows operable vehicles ou the site. This lease agreement also <br />requires that materials be either palletized or on Crailers so that it is easily <br />movable. Igo also noted that since purchasing the property he has haulec <br />a great deal of debris from the site, and has made improvements that are <br />now setting the standard for other properties in Ryan Industrial Park. <br />With regard to the Flannel's recommendation that fencing to the sides of <br />the building should be added to provide screening of the rear yard from <br />-5- <br />
