MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 2015 <br />ON -SALE <br />LIQUOR & <br />SUNDAY LIQUOR <br />LICENSES — <br />EL SOMBRERO <br />MEXICAN <br />RESTAURANT <br />Montour questioned whether or not the cap on On -Sale Restaurant Liquor <br />Licenses should be lifted. He asked if an applicant met all the <br />requirements for such a license, why not issue it. McGraw stated that his <br />preference was to retain the cap, and that the Council review the business <br />plan for anyone seeking an On -Sale Restaurant License. Fischer noted <br />that at the last meeting there was a business owner present that expressed <br />concern about whether or not there was a saturation point for liquor <br />licenses. Fischer felt retaining the cap helped maintain a level of control <br />for the City. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-10-208 — ADOPTING AN ORDINANCE <br />AMENDING SECTION 703. INTOXICATING LIQUOR <br />INCREASING THE CAP ON ON -SALE RESTAURANT LIQUOR <br />LICENSES FROM ONE TO TWO AND AMENDMENT THE <br />STANDARDS FOR ON -SALE RESTAURANT LICENSES AND ON - <br />SALE RESTAURANT -EVENT CENTER LICENSES AS <br />RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Clerk reported that Vivianna Leon, dba El Sombrero Mexican <br />Restaurant, has made application for an On -Sale Restaurant Liquor <br />License and a Sunday Liquor License. The Clerk reported that application <br />materials are in order and all required documents have been submitted. <br />The Clerk reported that staff recommends approval of the license requests. <br />McGraw noted the sample menu that has been submitted and asked if this <br />is close to the menu offerings for El Sombrero Mexican Restaurant. <br />Sebastian Leon reported that this will be close to the menu that will be <br />offered. He noted that the menu will be large, will have approximately ten <br />main entrees available with numerous other menu items. He indicated that <br />the restaurant will also make whatever a patron requests provided they <br />have the necessary ingredients. Leon indicated that if the Council <br />approves their license request, they anticipate that the restaurant will open <br />within two to three weeks. Leon indicated that in addition to finalizing the <br />liquor licenses, the restaurant will need to be inspected by Ramsey County <br />Department of Health. <br />McGraw introduced the following resolution and moved its adoption: <br />9 <br />
