MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 2015 <br />Wilson, Executive Director for NSCC. Bradley reported that Little <br />Canada is the first of the member cities to approve the franchise and he <br />anticipated that additional approvals will be forthcoming soon. <br />AMENDMENT The City Clerk reported that at its last meeting, the City Council <br />TO ON -SALE considered the request of representatives of El Sombrero Mexican <br />LIQUOR CODE Restaurant for an On -Sale Liquor License and On -Sale Sunday License. <br />The Clerk noted that under the City's ordinance, there are no On -Sale <br />Liquor Licenses available; therefore, an ordinance amendment is <br />necessary in order to add a license. Based on the discussion at the last <br />meeting, staff was directed to prepare an ordinance amendment which <br />increases the number of On -Sale Restaurant Liquor Licenses to two (the <br />current license is held by Porterhouse), and to amend certain criteria <br />relative to the On -Sale Restaurant Liquor License. The Clerk presented <br />the Council with the proposed ordinance amendment which includes the <br />following changes: <br />o Eliminates the investment requirements needed to qualify <br />for an On -Sale Restaurant License; <br />o Requires that full menu food service be available during all <br />business hours; <br />o Requires that the restaurant have a full service commercial <br />kitchen; <br />o Prohibits the issuance of a 2 A.M. Liquor License in <br />conjunction with an On -Sale Restaurant License; <br />o Increased the maximum number of On -Sale Restaurant <br />Licenses to two. <br />Montour stated that his only concern was how a full service commercial <br />kitchen would be defined. <br />Sebastian Leon, El Sombrero Mexican Restaurant, reported that the <br />restaurant will have a full menu and that everything on the menu will be <br />freshly made. The menu will have a large variety including traditional <br />Mexican cuisine as well as pork chops and steaks. Keis indicated that the <br />concern is not with El Sombrero Mexican Restaurant, but with the next <br />person seeking an On -Sale Restaurant Liquor License. Keis stated that the <br />Council did not want to see this type of liquor license issued to a bar that <br />sold frozen pizzas. <br />8 <br />
