MINUTC~ S
PLANNING COiV]MISSION
NOVEMBrR I6, 2004
David Nydegger, Yorl<ton Ridge, reported that when there is a west or
northwest wind, the smoke and odor fi'om the wood-burning stove wines
toward the Yorkton Ridge neighborhood. Nydegger asked that the use of
the wood-burning stove not be allowed as it was a nuisance to the
neighborhood.
Bruhn asked if the neighbors would be willing to let Precision Tree try the
stove after the modification have been made to see if there is a difference
in the smoke and odor problems. Reis indicated that it is the City that will
be mal<iug the decision on the matter.
A Yorl<ton Ridge property owner asked if there would be someone
monitoring the stove 24-hours per day. Bruhn replied that it would only
take a phone call from the neighborhood to resolve a problem with the
stove. Groholsl<i indicated that there are electronics on the wood-burning
stove that Keep it operational.
Duray asked if there were other wood-burning stoves operating in the
City. "The City Planner stated that he was not aware of any. Duray
indicated that he has awood-burning stove at his farm in northwestern
Minnesota, and felt drat a rural setting was a more appropriate setting for
this type of heating system. Groholski indicated that there is another
wood-burning heating unit in the City that is located about 100 yards Prom
homes. That was why she asked the question about other complaints the
City might have received.
Knudsen pointed out that there are no guarantees that the wood-burning
stove can be operated flawlessly. The City can only judge the situation on
what has happened to date. T<eis stated that he ap~~lauds Precision Tree's
efforts to resolve the matter, but his concern was die impact on the
employees of Shunberland and the residents on Yorl<ton Ridge.
Keis recommended approval of the Amendment to Conditional Use Permit
relative to Items 1 through 4 on page 1 of the City ,planner's report dated
November 1 1, ?004, except For Fencing along South Owasso Blvd. given
Precision 71~ee's indication that they have no interest in that fencing, and
recommending denial of the wood-burning heat sowce based on the
nuisance that it is causing for the adjacent area.
Motion seconded by Duray.
Motion carried 5 - 0.
-s-
