MINUTI',S <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />Fahey cited a situation where he and others were out-of--town and <br />someone received a parking ticket for parking overnight along a snow <br />emergency route by a hotel. There were no signs identifying the street as <br />a snow emergency route, and after the vehicle owner complained, that city <br />threw the ticket out. Fahey suggested that if there are problems on <br />specific streets in Little Canada, those streets should be posted. If the <br />winter parking restrictions are enacted, not everyone will know about <br />them unless every street in the City is posted. <br />The Administrator suggested that the restrictions could be posted at <br />entrances to the City. He also suggested that the first rounds of <br />enforcement would involve warning tickets. <br />Fahey pointed out the number of residents living in rental housing in the <br />City, and felt that these residents may be the least informed about local <br />regulations. <br />Anderson suggested obtaining couvnunity input on the proposal. He <br />indicated that he does not have enough perspective to understand the <br />extent of the problem. <br />Montour suggested that after a couple of snowfalls, property owners <br />usually remember the parking restrictions. Fahey stated that the issue will <br />be one of enforcement, and suggested that property owners be given <br />adequate notice as well as due process. <br />Anderson asked the Sheriff's Department's feeling on this issue. The <br />Public Works Director indicated that the Sheriff feels that the winter <br />parking restrictions would provide an easier enforcement tool. <br />The City Administrator noted that towing would only occur for violations <br />of snow emergency regulations, and suggested that the ticket for winter <br />parking violations could be set as low as $5 so it would serve as a <br />reminder to property owners. <br />Fahey suggested that prosecutors would not be very likely to pursue <br />parking violations when there are no signs on the street reminding people <br />of the restrictions. <br />The City Administrator suggested that staff do further study and research <br />on this issue and bring it back at some point in the future. <br />
