MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />ST. PAUL The Public Works Director reported that as part of the City's General <br />WATER Storm Water Permit under the National Pollution Discharge Elimination <br />HAZARD System, the City will be holding a public hearing on February 25i~' to <br />ASSESSMENT review its Storm Water Pollution Prevention Program for 2003 and <br />UPDATE proposed activities for 2004. <br />WATER The Public Works Director that Little Canada will be preparing a <br />SYSTEM Vulnerability Assessment and Emergency Response Plan for its water <br />VULNERABILITY system as a group with the Cities of Arden Hills and Roseville and St. <br />ASSESSMENT & Paul Regional Water Services. Given that St. Paul will provide <br />EMERGENCY their assistance at no cost, the cost of preparation of the Assessment and <br />RESPONSE PLAN Response Plan will involve staff time only. <br />CABLE TV The City Administrator commended the Public Works Director on his <br />UPGRADES assistance in obtaining quotes for Cable TV upgrades. The quotes have <br />come in under estimate, and staff is moving forward with the purchases. <br />CTV will provide assistance iu installing the new equipment. <br />SALES The Accounting Supervisor reviewed the results of the State's recent sales <br />TAX tax audit. Based on a review of the past three years, the City must pay <br />AUD:[T sales tax of $8,800 for uncollected tax on commercial water service <br />charges. These monies are being back-billed to the appropriate <br />commercial customers. The State has also indicated that $200 in unpaid <br />sales tax is due for the rental of water meters as well as $2,800 of unpaid <br />sales tax on approximately $43,000 in invoiced charges. The State has <br />also imposed $1,269 of interest on the unpaid sales tax. <br />PERSONNEL The City Administrator reported that I{ris Pechman will be going on a <br />ISSUES parenting leave, and when she returns to work will be working in the <br />office two days per week. Kris will be doing additional work from home, <br />including such tasks as keeping the City's web site updated and editing the <br />newsletter. <br />The Administrator reported that the City's electrical inspector, Dick <br />Nelson, will be retiring in July. Nelson currently provides electrical <br />inspection services for most of the north suburban area. The <br />Administrator reported that he will be meeting with representatives of <br />these cities to see of similar consortium can be worked out for replacing <br />Mr. Nelson. <br />
