MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />BINGO Fahey reported that as a result of Canadian Days' request for a Premises <br />HALL Permit at the Little Canada Bingo Hall, the City has been reviewing <br />COMPLIANCE compliance issues that the charities operating at the bingo hall are faced <br />ISSUES with. Fahey noted that even though the charities at the bingo hall are <br />making a net profit, the State's regulation of allowable expenses are <br />putting the charities into non-complia~~ce which could result in the non- <br />renewal of these charities gambling licenses. Fahey noted that in looking <br />at the charitable organizations' expenses, one item that jumps out is the <br />amount of rent being charged at the Little Canada Bingo Hall. Fahey <br />reported that the State Gambling Control Board will not be addressing the <br />issue of allowable expenses in the innnediate future; however, the City has <br />the ability to address the issue via more stringent regulations than are <br />provided for in State Statute. In addition to the rent issue, Fahey pointed <br />out that there are other related issues that can be considered such as <br />revenue from concession sales. Fahey suggested that he and the City <br />Administrator be authorized to review options for addressing these <br />compliance issues. <br />Blesener suggested that Council Member LaValle also be authorized to <br />join in that effort. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOI.
