MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />recommended that if the Council allows raceway signs, that it requires the <br />raceway match the background color of the building on which it is placed. <br />Montour noted that the two raceway signs on the Market Place Shopping <br />Center are the only two on the center, which are mounted on raceways. <br />He felt that the other signs on the shopping center had a much better <br />appearance. <br />Fahey noted that the City's ordinance does not clearly prohibit signs <br />mounted on raceways, so technically the sign on The Lodge does comply <br />with the ordina~rce and the City's Architectural Guidelines. <br />LaValle stated that he was not opposed to the mounting of signs via a <br />raceway. <br />Anderson noted the City's prohibition on future raceway signs on The <br />Market Place Shopping Center, and felt that the City should have a <br />consistent policy. Anderson also suggested that requiring that raceways <br />match the building would be an enforcement problem given it may be <br />difficult to match colors exactly or colors could fade over time. <br />Fahey suggested that the raceway issue was a policy decision for the <br />Council The City Administrator pointed out that staff' has been applying <br />the Council's policy of prohibiting raceway mountings on the Market <br />Place Shopping Center to the redevelopment district. Again, the issue is <br />not addressed in either of the City's sets of Architectural Guidelines. <br />Montour noted that a sign that has individually mounted letters is much <br />more appealing than one mounted on a raceway. Blesener stated that for <br />the time being he would agree with Montour until there is a better <br />explanation of why raceways were preferable to mounting individual <br />letters. Blesener agreed with Anderson's comments that raceways may <br />not match a building exactly as well as the color on the raceway or the <br />building may fade. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2004-1-IT -AMENDING THE <br />ARCHITF.CTURAI GUIDEI INES FOR THE RICE STREET/LITTLE <br />CANADA ROAD RF.DEVEI_OPMENT DISTRICT TO PROH773IT <br />RACEWAYSIGNS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Montour, Blesener, Fahey, Anderson. <br />Nays (I) LaValle.
