MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />Fahey stated that he could see why the Watershed was interested in the <br />site as it has a lot of amenities. Fahey felt this was a good location for the <br />Watershed if there was comfort with the use of this site by a non- <br />taxpaying entity. <br />Kathy Glanzer, 2805 Noel Drive, asked the Council to consider holding a <br />public hearing on the Watershed proposal prior to making a decision. She <br />noted that given the property is zoned Public, no public hearing is <br />required. I-Iowever, should the Watershed develop the site and in the <br />future decide to sell the property, a rezoning would be necessary for anon- <br />publicuse. At that time a public hearing would be necessary. Glanzer felt <br />that public input should be obtained on the front end of this potential <br />building development. <br />Blesener suggested that if the Watershed develops and later decides to sell <br />the building, the City could have a first right of refusal on the property. <br />Aichinger suggested that the City could place deed restrictions on the <br />property. <br />Fahey stated that his initial reaction is that he did not want more non- <br />taxableuses in the City. However, the Watershed's proposal has strong <br />appeal from an educational standpoint. <br />Aichinger indicated that the Watershed wants to make sure any building <br />they develop fts their long-term needs and will accommodate some <br />growth. <br />Blesener suggested that the matter be tabled given that the Watershed <br />Board must first decide on the issue of whether to build or lease. He <br />further suggested that the City develop a list of its potential uses of the <br />property. <br />Aichinger indicated that the Watershed Board meets on January 27°i and <br />on February 4'~', and suggested that the matter would be discussed at one <br />of those meetings. <br />Fahey suggested that some sort of concept plan for the site would be <br />helpful. He also commented that the City not want to be left with a <br />problem down the road if the Watershed develops the property and then <br />has to sell the site. <br />Aichinger asked if there was any strong opposition to the concept. <br />Anderson felt it was a good idea and suggested that the matter move <br />forward and be explored in more detail.
