MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />discussion about a green roof so that the development could be a <br />demonstration site of zero run-off. <br />Blesener asked about the heated storage. Aichinger reported that the <br />Watershed has a boat that would need to be stored during the winter <br />months. They also have chemicals and water quality monitoring <br />equipment that would require heated storage. Aichinger anticipated that <br />not more than 1,000 square feet of heated storage space would be needed. <br />Blesener asked about vehicles. Aichinger reported that the Watershed has <br />vehicles that would be parked at the site. Blesener suggested that this <br />storage would have to be screened. <br />Blesener asked if the site was large enough to accommodate the <br />Watershed's needs. Aichinger indicated that he had not scaled the site, but <br />thought it would be. <br />Montour asked about the need for future expansion. Aichinger did not <br />anticipate that the Watershed would need more than the 3,000 square feet <br />suggested. Montour pointed out that circumstances could change in the <br />future that would require the Watershed to vacate the property, and <br />pointed out another use would have to be found for the building. <br />Aichinger suggested that the building would then likely convert to a <br />commercial office building. <br />Blesener stated that he was supportive of continuing to explore this matter. <br />His only concern would be the use of the building if the Watershed had to <br />move. <br />Fahey felt that the City had to first consider whether or not it had any use <br />for this property before it sold the land to another public entity. The <br />second consideration is if the land should be sold, should it be sold to the <br />Watershed that is anon-taxpaying entity. Fahey also pointed out that the <br />City has had requests from other non-taxpaying entities, such as a charter <br />school, to locate in the City that was not acted upon favorably. Fahey <br />noted that the City must consider from a long term planning perspective <br />whether something is being created that the City has no control over in the <br />future. Fahey asked if the Watershed has looked at other sites in Little <br />Canada. <br />Aichinger indicated that the other sites it has looked at are much less <br />desirable because the locations are typically industrial parks, or other <br />higher amenity sites are in residential areas that are not conducive to an <br />office building use. <br />4 <br />
