Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RE.SOI_ UTION NO. 2004-1-4 - AD.7O URNING AS T HE ECONOMIC <br />DEVELOPMENT A UTHORITY AND RECONVENING AS THE CITY <br />COUNCIL. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Montour, Fahey, Anderson. <br />Nays (0). Resolution declared adopted. <br />TWIN LAKE The City Administrator reviewed his memo dated January 9, 2004 <br />AREA relative to improvement options for the Twin Lake area. Fahey pointed <br />IMPROVEMENT out that one option which was not presented is assessing the cost of water <br />main and street improvements for the Twin Lake area even though the <br />water main may not be looped right away. Fahey noted from the <br />Administrator's report that it appears that the water quality issues have <br />been resolved by Vadnais I-Ieights. <br />The City Administrator indicated that there are other dead end water main <br />lines in the City. While a dead end line is not optimal, they can be <br />managed with more frequent flushing of the line by Public Works. The <br />Administrator reported that the City of Vadnais Heights has indicated that <br />it may be two to three years before they would be able to provide a loop <br />for the Twin Lake water main. The Administrator reported that he did not <br />include the option of assessing the improvement right away because it was <br />his recollection that the City had indicated they would not proceed with <br />the water main improvement until the line could be looped. <br />Fahey stated that he recalled the discussion about the water quality issue. <br />He also indicated that his concern would be related to the City's carrying <br />the cost of this improvement until the water main is looped. Fahey <br />suggested that given interest accruals, it may be better for the property <br />owners to be assessed at the time of the improvement. <br />
