MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />The City Administrator reviewed his recommendation for increasing the <br />value of the water main improvement by a CPI adjustment. <br />Fahey asked if the neighborhood is requesting the City proceed with the <br />improvement at This time. <br />The Administrator noted that he is recommending that the neighborhood <br />be surveyed to determine their position on the improvement. He further <br />noted that there are a number of issues driving consideration of the <br />improvement at this time. The biggest issue is drainage, and the fact that <br />MN DOT has indicated they can take the drainage from the area as part of <br />their Uuweave the Weave project. This would enhance water quality for <br />the area. Another factor is the Hamel Court development. Construction <br />activity related to that development will likely destroy the remainder of <br />the street. Proceeding with the improvement will replace the street and <br />also avoid the need for wells and a pond as part of Hamel Court. The <br />Administrator suggested that the results of a neighborhood survey could <br />be taken directly to an improvement hearing for the project. <br />Blesener asked if there was any viable way to bring Little Canada water to <br />the area. The City Administrator noted that water main from Little <br />Canada could be brought under the freeway at an additional cost of <br />$150,000 to $200,000. This would be a cost that the benefited property <br />owners should pay. <br />Blesener suggested that all the options be presented to the Twin Lake area <br />property owners in the survey. Anderson suggested that the Hamel Court <br />developer also be surveyed. <br />Don Williams, 3241 Twin Lake Road, questioned the quality of Vadnais <br />Heights' water, and suggested an analysis of bringing in water main from <br />Little Canada. <br />The City Administrator reported that Vadnais Heights has shut down their <br />well #1, thus improving their water quality. The Administrator indicated <br />that he would send out a survey to the Twin Lake property owners as <br />discussed this evening. The survey results would then be brought back to <br />the City Council and the Council could decide to call for an improvement <br />hearing. <br />RACEWAY The Council reviewed the examples of three raceway signs included in <br />SIGNS the agenda packets two of which are located on the Market Place <br />Shopping Center and the third on The Lodge.
