MINUTES <br />CITY COUNCIL <br />JANUARY 2G, 2004 <br />LaValle pointed out that there will be a tremendous amount of traffic on <br />Edgerton and other local streets as a result of the Unweave the Weave <br />project LaValle pointed out that Little Canada property owners will bear <br />a great traffic impact as a result from this project. <br />Pafko noted that drivers will be making the decision to utilize alternate <br />routes; MN DOT will not direct drivers other than to the designated <br />detour. Pafko pointed out that once the project is completed, traffic will <br />move better than it currently does and one of the worst bottlenecks in the <br />area will be eliminated. This should result in a traffic improvement from <br />the current situation on Edgerton Street. Pafko also indicated that there <br />will be a public information campaign as well as advance signing during <br />the construction project which may direct traffic off 35E before it gets to <br />Little Canada. <br />Montour asked about Vadnais Heights drainage on County Road D and <br />whether this will be directed toward 694 rather than through Little Canada <br />as it currently flows. <br />Jeff Gibbons, MN DOT, indicated that the freeway will continue to take <br />drainage that comes toward the interstate. Storm sewer will be installed <br />along County Road D. The County is also planning future improvements <br />along County Road D that include curb and gutter and storm sewer. <br />Montour asked the status of approvals from Vadnais Heights. Pafko <br />reported that Vadnais Heights has granted municipal approval for the <br />project in early December. Montour requested a copy of the Vadnais <br />Heights meeting minutes at which that approval was granted. <br />Blesener asked about reconstruction of the Rice Street bridge. Paflco <br />estimated that reconstruction would occur in 2008. <br />Mugs Nardini asked about improving the aesthetics on the Little Canada <br />Road bridge. Pafko reported that there are aesthetic improvements <br />planned for the new Edgerton and LaBore bridges, but not the Little <br />Canada Road bridge. This is because the Little Canada Road bridge is not <br />being reconstructed. NIN DOT is planning to make landscaping <br />improvements to the Little Canada bridge ramp areas. Pafko noted that up <br />to 7% of construction costs of bridges can be used for aesthetic treatments. <br />LaValle stated that while he realizes the restrictions MN DOT has to work <br />under, he feels Little Canada has not been treated fairly given the impact <br />that this project will have on the City. <br />5 <br />
