MINUTES
CITY COUNCIL
JANUARY 28, 2004
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Anderson, LaValle, Montour, Fahey, Blesener.
Nays (0). Resolution declared adopted.
SUBDIVISION The City Planner indicated that he will be presenting some additional
ORDINANCE Subdivision Ordinance amendments to the Planning Commission for their
consideration relative to the processing of new plats.
POTENTIAL The Council reviewed a listing of potential uses of the City's Noel Drive
USES Or property that was prepared by City staff. It was noted that the
NOEL DRIVE feasibility of the uses included on the listing has not been evaluated.
PROPERTY In reviewing the listing, the Council did not identify any uses with a strong
potential. Blesener noted that the use of overflow parking for the City
Center could still be an option if the Watershed develops the property
through a shared parking arrangement.
Blesener asked about the outdoor storage of pick-up trucks under the
Public Zoning District. The City Administrator indicated that outdoor
storage of vehicles is a permitted accessory use. Blesener indicated that if
the Watershed develops the property, he did not want to see trucks sitting
outside after hours and on the weekends.
Fahey noted that at this point the City is waiting to hear if the Watershed
Board is interested in the property. Fahey suggested that, if so, the City
Planner should then evaluate the Watershed's development concept for
this site.
The Administrator reported that Cliff Aichinger asked about the price for
the property. The Administrator suggested the price be based on a market
value appraisal of the site. Fahey noted that the development of the
property by a governmental agency would result in no tax revenue from
the development. The property is currently zoned Public, therefore, does
not generate tax revenue at it currently sits.
2004 The City Administrator reviewed the results of the Twin Lake area survey
IMPROVEMENTS recently sent to property owners in the area relative to road and watermain
improvements.
